The Department of Defense authorized the selling of phones cards by the Armed Services Exchanges in 2004. Phone cards that are purchased through the Exchange provide troops with the best rates for international calls. These phone cards may be sent to a particular soldier or may be contributed to the Air Force Aid Society, American Red Cross, Navy-Marine Corps Relief, Fisher House Foundation Inc., SFAC or USO.
